Ask @copilot to resolve merge conflicts on pull requests

GitHub Copilot's coding agent can now resolve merge conflicts on pull requests via @copilot mentions in comments. The agent operates in a cloud-based dev environment, running builds and tests before pushing changes. This expands Copilot's agentic PR capabilities alongside fixing failing CI workflows and addressing code review comments.
